REGULATION OF THE GOVERNMENT OF THE REPUBLIC OF INDONESIA
NUMBER 32 OF 2019
ON
MARINE SPATIAL PLAN
I. GENERAL
Article 6 of Law Number 26 of 2007 on Spatial Planning, among others, states that the spatial planning of
national territory includes the space of Jurisdictional Area and national sovereignty area which covers land
space, Marine space and air space, including space within the earth as a single unit. The management of
Marine and air spaces, however, is regulated under a separate law.
Regulation on the management of Marine space is regulated in Article 42 Paragraph (2) of Law Number
32 of 2014 on Marine Affairs, which states that the management of Marine space includes planning,
utilization, supervision and control. Marine space planning includes Marine spatial planning, planning of
zoning for coastal areas and small islands, and planning of zoning of Sea area. Meanwhile, in Article 43
paragraph (2) of Law Number 32 of 2014 on Marine Affairs, it is stated that Marine spatial planning is a
planning process to produce Marine Spatial Plan.
The Marine Spatial Plan covers Water Areas and Jurisdictional Areas. Marine Spatial Plan in Water Area
includes arrangements relating to Marine space management policies and strategies, Marine Spatial
Structure plans, Marine Spatial Pattern plans, directives for the utilization of Marine space, and directives
to control the utilization of Marine space in inland Seas, archipelagic waters, and territorial Seas.
Meanwhile, the Marine Spatial Plan within the Jurisdictional Area shall contain policies and strategies for
the management of Marine space, the Marine Spatial Structure plan, the Marine Spatial Pattern plan, the
directives for the utilization of Marine space, and the directives to control the utilization of Marine space in
the exclusive economic zone and continental shelf.
Marine Spatial Planning shall serve as a guideline for the preparation of long-term national development
plans in the Marine sector, the preparation of national medium-term development plans in the Marine
sector, the realization of integration and harmony of development as well as cross-sectoral and cross-
regional interests in utilizing and controlling the utilization of Marine space nationally, determination of
locations and function of space for activities that are strategic in nature or become national priorities,
planning of zoning for Sea areas, and planning of zoning for coastal areas and small islands.

"Inland Sea" is a part of the Sea located on the land side of the closing line, on the Sea side of the
low water line.

the continental margin does not reach said distance, up to a maximum of 350 (three hundred and
fifty) nautical miles or up to a distance of 100 (one hundred) nautical miles from the depth line of

whose coast is opposite or adjacent to Indonesia.
